The core activities of Hapai can best be described as Maori Public Health coordination and delivery, and whilst this needs to remain part of the core business of the Company the scope of Maori Public Health should be considered along with the ability grow the business activities that will support the Company to achieve its Strategic Priorities.

The four key strategic priorities are:

Leadership
• Position Hapai as the market leader in Māori public health
• Lead Māori public health leadership
• Lead an evidence based centre of excellence in Māori public health

Communication and Relationships
• Increase the profile of Hapai as the Māori public health advocacy
• Maintain relationships with Whānau, hapu, iwi and Māori communities
• Profile activities of Hapai to key stakeholders
• Strengthen relationships with key stakeholders

Quality
• Be the centre of excellence in Māori public health
• Embed Kaupapa Māori approaches to public health as a quality measure
• Improve the infrastructure of Hapai to lead advocacy in Māori public health

Sustainable Workforce
• Build and maintain a sustainable Māori public health workforce

The core functions of Hapai te Hauora at time of writing this are:
• Coordination of the delivery of health promotion,
• Setting a framework for the delivery of Maori Public Health initiatives
  through the ongoing development of and implementation of Maori Ora Mauri Ora,
• Raise the awareness of public health issues at Iwi, hapu and whanau level,
• Providing strategic advice on public health issues that directly impact on the health outcome for Maori,
• To advocate for improvement in Maori health outcome/s through public health and health promotion, networking and linking with the wider Public Health Sector.
